Electoral process and reforms injured


To any factor, to local government, to the international likewise, did not exist until now, and continues to have political will to make electoral reform. So said the President of the Assembly, Krasniqi, in a debate organized by the Forum 2015 on electoral reform.
Krasniqi said that if there was a greater willingness by the leaders of the main political parties and also from the international community, the reforms will go towards the right path.

"The recent elections have shown that electoral reform and election process in Kosovo is hurt, and hurt pretty serious. Hence the necessity of reform. But consider that in Kosovo there was no political will, and the way the agreement was reached after the latest free elections and the fact that what they produce agreement and those choices is the best evidence that in Kosovo there is a political will to become free and democratic elections, "said Krasniqi.

He added that having a less manipulated, or closure is necessary voter lists or just make a selection.

On the other hand, Albin Kurti, leader of the Self-Determination Movement, has criticized the ruling party (PDK), saying she has manipulated the recent elections and has stopped the process of reform.

"I believe that electoral reform should consist of better management of the process, not the transformation of legislation on this issue. Then will be changes that are being proposed in the Ad-hoc changes and if in this forum more informal leaders served to mask the fact that the transformation of the law is not necessary to stop the theft of the election, but must stop thieves who filled those boxes, "said Kurti.

The electoral reform was preceded by an agreement between political leaders, which in turn was supported by a resolution of the Assembly.

Reform was supposed to extend to the local elections, parliamentary, presidential and on.

Haziri Assembly deputy LDK said for pushing forward the reform has lacked the political will.

"Everything is in the hands of political parties. Mechanism should be extended to law, and must be implemented because people are not abusive. We can only draw and highlight such problems, but certain individuals, certain groups have made the election campaign and harvest, "said Hazir.

Head of the Parliamentary Group of the AAK, Gjini, said that Kosovo has a great need for electoral reform, according to him, the election may fail because of political parties, but democracy can not fail because of them.

But, on the misuse of the vote in the last election, he said:

President of the Assembly of Kosovo, Jakup Krasniqi, commenting on the recent elections of 2010 said:

Within the reforms envisaged that in the future, the president is elected directly by the people.

But this part of the reforms that fall within the constitutional amendments, already has remained unrealized, and that leaders agreed that the Assembly if it be the will of the president in the future.

Local elections, which is expected to take place in autumn, will again be a challenge for the Central Election Commission, as this process will take place without changes in the law.

Unlike the analysis of Forum 2015 "Top electoral problems", said among other things that the elections are governed by the Constitution, the Law on elections and through secondary legislation by the CEC.
